Achieving End-to-End Operational Visibility for a National Employment Service Platform – Public Institution H
Public institution H strengthened service stability and trust by establishing a real-time monitoring and observability framework for its nationwide employment service platform. By enabling proactive performance analysis and faster incident response the organization improved operational efficiency while ensuring uninterrupted public services.

Challenge
Public institution H operates a nationwide employment support portal that serves a large and continuously growing user base. As transaction volumes increased, identifying root causes and responding quickly to incidents became increasingly difficult.
Performance degradation and system bottlenecks often required manual log analysis and reactive checks, delaying issue detection and resolution. These delays posed risks to user experience and service reliability. In addition, limited collaboration between operations and development teams further slowed effective incident response.
Solution
After stabilizing the existing infrastructure based on Oracle WebLogic Server and Oracle DBMS, H institution implemented JENNIFER APM to establish a real-time application performance monitoring environment.
Through intuitive dashboards, both operations and development teams gained unified visibility into request flows, response times, error points and performance bottlenecks. This shared, data-driven view enabled early detection of anomalies and faster root cause analysis. Monitoring data was also integrated into collaborative workflows, improving response speed and accuracy across teams.
Results
- Proactive incident detection: Early identification of performance issues through real-time visibility
- Improved cross-team collaboration: Shared monitoring insights between operations and development teams
- Enhanced service stability and trust: Reliable operation of nationwide public services with reduced operational risk
